The Asian Development Bank (ADB) was established in 1966 and is dedicated to the development of countries throughout Central Asia, South Asia, East Asia, Southeast Asia, and the Pacific. The ADB is active in financial sector development, with about 15% of the ADB's lending in 2002 directed towards the financial sector. The broad themes guiding its projects in the financial sector are creating enabling environments in order to generate business opportunities and catalyzing private investment. The ADB provides assistance to the financial sector through equities, loans, guarantees, and technical assistance, directed towards enhancing regulation and supervision, developing sound banking systems, deepening and broadening securities markets and creating bond markets. The ADB also supports the development of mortgage markets to facilitate housing finance, and the reform of pension and insurance systems to develop sources of long-term capital.

AusAID focuses on enhancing the financial sector regulatory framework, corporate governance and the strengthening of financial institutions. Priority is given to micro-finance and small and medium enterprise (SME) development in the East Asia and Pacific region, particularly in Papua New Guinea, Indonesia, Timor-Leste, Vietnam, Philippines, China, Cambodia, Bangladesh, Solomon Islands and Thailand.

The Canadian International Development Agency (CIDA) is Canada's bilateral aid agency. CIDA provides financial sector technical assistance under the broad remit of private sector development (PSD). The objectives of PSD policy is to create jobs and sustainable livelihoods by facilitating the enabling environment and stimulating the growth of the local private sector in developing and transition countries. CIDA's priority areas are micro-finance, SME development, strengthening of the financial sector legal/regulatory environment, corporate governance and skills training to financial institutions. CIDA's priority countries in the financial sector include Bangladesh, Bolivia, Ethiopia, Ghana, Honduras, Mali, Mozambique, Senegal and Tanzania.

The Department for International Development (DFID) is the United Kingdom's bilateral agency for development cooperation. DFID's focus in the financial sector is enhancing the legal and regulatory framework of the financial sector, promoting banking and capital market development and micro, small and medium enterprise development. In addition, DFID funds the Financial Deepening Challenge Fund (FDCF), a cost sharing grants scheme that encourages the private sector to contribute to poverty eradication efforts. The FDCF awards grants to private sector financial institutions that are committed to increasing access to commercially sustainable financial services for the poor and businesses that employ the poor. FDCF awards were made to bidders who made applications during the seven bidding rounds that ran between 2000 and January 2004. The FDCF operates in Botswana, India, Kenya, Lesotho, Malawi, Mozambique, Namibia, Pakistan, South Africa, Swaziland, Tanzania, Uganda, Zimbabwe and Zambia. In India, the FDCF operates only in the states of Andhra Pradesh and Madhya Pradesh.
